What is CORSIA?

CORSIA is a global market-based measure established by ICAO in 2016 to address the aviation sector’s carbon footprint. Designed to achieve carbon-neutral growth, CORSIA requires aeroplane operators to monitor, report, and offset their CO₂ emissions from international flights. Governed by ICAO’s Standards and Recommended Practices (SARPs) in Annex 16, Volume IV, CORSIA applies to operators with annual CO₂ emissions exceeding 10,000 tonnes from international flights using aeroplanes with a Maximum Take-off Weight (MTOW) greater than 5,700 kg. Exemptions include emissions from helicopters and flights for humanitarian, medical, state, police, military, or firefighting purposes.

CORSIA operates in three phases:

  • Pilot Phase (2021–2023): Voluntary participation for States.
  • First Phase (2024–2026): Voluntary participation for States.
  • Second Phase (2027–2035): Mandatory for most States, with limited exemptions.

A detailed verification plan is developed, outlining methods for assessing CORSIA claims, including data sampling, site visits (if needed), and competence requirements for verifiers.

  • CAS-NET conducts verification activities, collecting and analyzing evidence such as fuel use data, emissions calculations, or CEF documentation. This is to ensure claims meet CORSIA’s environmental integrity and accuracy, maintaining impartiality and adhering to ISO/IEC 17029 procedures.
  • Findings are reviewed by an independent technical reviewer to confirm compliance with CORSIA, ISO/IEC 17029:2019, and ISO 14065:2020 requirements. This ensures sufficient evidence supports the verification conclusions, validating the EMP’s plausibility or verifying the AER’s accuracy, with any non-conformities addressed.
  • Upon achieving a reasonable level of assurance, CAS-NET determines whether the operator’s EMP is validated or AER/EUCR is verified as accurate and compliant with CORSIA. This decision, based on robust evidence, is documented in a verification statement, ensuring reliability and objectivity.
  • CAS-NET issues a verification statement for the operator’s CORSIA compliance, maintains records, and addresses appeals or complaints. Ongoing support may include surveillance to ensure continued adherence to CORSIA requirements.
